trait Builder[E <: IndexedScopedElemApi[E, U], U <: ScopedElemApi[U]] extends IndexedClarkElemApi.Builder[E, U]

API of builders of IndexedScopedElemApi objects. These builders keep a URI resolver for XML Base support. Builder instances should be thread-safe global objects, encapsulating one chosen URI resolver.
