Use HttpURLConnection or an HTTP client library of your own; the framework no longer needs a general HTTP helper. Removed in 6.4.0.

Simple HTTP client implementation using HttpURLConnection. Replaces Hutool-http to reduce dependency size.

As of 6.3.1 nothing in the framework uses it: it carried the protocol v1 REST calls, and the protocol 2.0.0 client has its own transport. It still sends the requests it is given, as before.
