The one action-log entry of one config.update request (6.3.0 recorded every panel configuration edit): ALLOWED when at least one key was written to the file, DENIED with the text the panel received when nothing was written. The target is the request's path; no value is ever recorded. It runs on the server thread inside the request's own task, so an update the shutdown gate refused, or one the server thread never ran, records nothing, and none is recorded after the action log closes during the disable. At most one entry is recorded even if replying fails after the decision.
