The last successful send of one snapshot type: how recently, and what went on the wire.

Not synchronised on purpose: every read and write happens on the Bukkit main thread, because AgentTelemetry.onWelcome(CloudChannel) and AgentTelemetry.onClose() hand their work to the main-thread executor and AgentTelemetry.tick(CloudChannel) and the snapshot.request push already run there.
