Valid values are `EQUALS`, `CONTAINS`, and `CONTAINS_ANY`. `EQUALS` can be used only when `inboundTokenClaimValueType` is `STRING`. `CONTAINS` or `CONTAINS_ANY` can be used only when `inboundTokenClaimValueType` is `STRING_ARRAY`.
